The parties discussed practical cooperation within the Interparliamentary Commission of the Federation Council and the People’s Council of the National Council of Turkmenistan, created on 1 November.
Deputy Speaker of the Federation Council Konstantin Kosachev had a meeting with Kasymguly Babayev, Deputy Speaker of the People’s Council of the National Council of Turkmenistan (the Halk Maslahaty of the Milli Genesh of Turkmenistan).
The event coincided with the official visit by the delegation of the upper house of the Turkmen parliament, headed by its Speaker Gurbanguly Berdimuhamedov.
As Konstantin Kosachev noted, Russia-Turkmenistan interparliamentary cooperation is becoming most intense, regular and productive. “This is indicated by the signing of the agreement on establishing an interparliamentary commission on cooperation between the Federation Council of Russia and the Halk Maslahaty of Turkmenistan on 1 November,” the Federation Council Deputy Speaker said.
He stressed that the Federation Council had signed similar agreements with only the closest and most significant partners.
Kasymguly Babayev said that the delegation’s visit was successful. “We had an honest conversation. All conditions were created for this.”
He added that Turkmen parliament members were interested in sharing lawmaking experience with their Russian colleagues in order to more effectively fulfil the agreements reached by the presidents of Russia and Turkmenistan.
Kasymguly Babayev stressed that almost all the heads of committees from the upper and lower houses of the Turkmen parliament were present at the meeting in the Federation Council.
The meeting was attended by Chair of the Federation Council Committee on Foreign Affairs Grigory Karasin, Chair of the Federation Council Committee on the Rules of Procedure and Parliamentary Governance Vyacheslav Timchenko, First Deputy Chair of the Federation Council Committee on Foreign Affairs Vladimir Dzhabarov, First Deputy Chair of the Federation Council Committee on Constitutional Legislation and State Building Vladimir Poletayev, members of the Federation Council Committee on Foreign Affairs Yelena Afanaseva and Sergei Tsekov and member of the Federation Council Committee on Constitutional Legislation and State Building Alexander Bashkin.
The meeting participants discussed formats of work within the interparliamentary commission and areas of further cooperation.
