Konstantin Kosachev: Chambers of the Federal Assembly of the Russian Federation have adopted an appeal to the world parliaments in connection with the US military biological activity

Members of the Russian Parliament are extremely concerned over expanding US military biological activities in other states.


The senators supported the Appeal of the Chambers of the Federal Assembly of the Russian Federation to the World Parliaments in Connection with the US Military Biological Activity outside its Territory.

Deputy Federation Council Speaker Konstantin Kosachev delivered the main report.

He noted that members of the Parliamentary Commission to Investigate the Activities of US Laboratories in Ukraine, established in March 2022, had suggested drafting the appeal.

Konstantin Kosachev recalled that this was already the second appeal by the Russian MPs. A similar initiative of 2 November 2022 called for strengthening the regime of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction. This appeal produced the following result: delegates of the 9th Review Conference of the Biological and Toxin Weapons Convention (BTWC), held in November-December 2022, established an open-end working group for drafting measures to strengthen the Convention. “The group will hold its first meeting in March 2023, and members of our Parliamentary Commission will certainly send their findings on the results of the parliamentary investigation of US military biological activity in Ukraine to its participants.”

Konstantin Kosachev said that the Appeal to the World Countries had been drafted following an assessment of the fact sheet of the Defence Threat Reduction Agency of the US Department of Defence. The document unequivocally exposes the Pentagon’s unseemly activities.

“The materials show that Washington is implementing a large-scale offensive military biological programme. Ukraine, as well as other post-Soviet states, play the part of a site for testing and collecting biological samples and studying the specifics of spreading infectious diseases. Laboratories of the Ukrainian Defence Ministry, located in Kiev, Odessa, Lvov and Kharkov, receive funding. The above-mentioned Agency, affiliated with the Pentagon, has ordered these projects,” the member of parliament said.

He emphasised that documents of the Parliamentary Commission to Investigate the Activities of US Laboratories in Ukraine proved that extremely dangerous research had been conducted under the direct guidance of US specialists.

“The Commission will submit its final report with complete information to the Federation Council at the 15 March meeting,” Konstantin Kosachev said.

In his opinion, all countries that are seriously concerned about their security will be interested in obtaining exhaustive information about real activities of the US Department of Defence and its affiliated agencies.

“We are expecting a detailed reply from our parliamentary partners,” Konstantin Kosachev said.

In their appeal, members of the Federal Assembly of the Russian Federation voice their serious concern in connection with expanding US military biological activity in other states. They reaffirm their position, set forth in the 2 November 2022 Address to Parliaments of the World Concerning the Need to Strengthen the Regime of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction.

“The Federal Assembly of the Russian Federation is urging the parliaments of countries where US-controlled biological laboratories operate to provide a legal and political assessment of agreements that their national healthcare services sign with the US Department of Defence,” the Appeal notes, in part.

Russian MPs believe that world parliaments can and should demand that the US Congress disclose all information about applied military projects, implemented by the US Department of Defence under the guise of medical biological activity. They violate the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction.

The Federal Assembly of the Russian Federation is calling on the world parliaments to request information from national governments about the existence of the Agency’s activities impairing their national sovereignty and the nature of such activities.

The Appeal confirms the Russian Federation’s commitment to the principles of equal and indivisible security, efforts to prevent the development of biological weapons, as well as its readiness for dialogue and cooperation with MPs from other countries for protecting the world and humankind from biological threats.

The Appeal will be sent to the President of the Russian Federation, the State Duma, the Russian Government, the Civic Chamber of the Russian Federation, the UN, the Inter-Parliamentary Union, the European Parliament, the Parliamentary Assembly of the Collective Security Treaty Organisation, the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States, the Parliamentary Assembly of the Organisation for Security and Cooperation in Europe, the Interparliamentary Assembly on Orthodoxy, the Shanghai Cooperation Organisation, the Parliamentary Assembly of the Union of Belarus and Russia and the world parliaments.
