STATEMENT
OF THE 
FEDERATION COUNCIL
OF THE FEDERAL ASSEMBLY OF THE RUSSIAN FEDERATION

on the situation around the Bolivarian Republic of Venezuela

The Federation Council of the Federal Assembly of the Russian Federation is stating with concern that the situation around the Bolivarian Republic of Venezuela continues to escalate. Throughout many years some foreign States have been exercising political and economic pressure in relation to that country to oust the legitimate Venezuelan authorities. The enforced sanctions aggravate social challenges which provokes discontent among the people. The recent months have been witnessing attempts to employ the violent shift of power scenario tested earlier in a number of Arab countries and in Ukraine. After the attempt of a coup supported by the United States of America had failed in Venezuela, advocates of the violent overthrow of Nicolas Maduro government resorted to upright provocations.

The events of 23 and 24 February 2019, when attempts were made to dispatch US ”humanitarian convoys“ from the territories of neighbouring countries to Venezuela without the agreement of the legitimate authorities of that country, aimed at provoking a full-fledged civil war and further armed intervention against Venezuela. The self-righteous actions by the States who froze USD tens of billions of Venezuelan assets to consign the so-called humanitarian aid mean to push the people of that country to violence and overthrow the legitimate power. 

The statements by US leading politicians leave no doubt that a similar scenario is to be implemented also in relation to Nicaragua, Cuba and other sovereign States who reject any interference in their domestic affairs.

The Federation Council of the Federal Assembly of the Russian Federation is consistently speaking out for a settlement of the situation around the Bolivarian Republic of Venezuela within international law and its domestic legislation. The members of the Federation Council are sure that the friendly people of this Latin American country is able to overcome the current crisis by their own efforts; they are guided by the fact that the legitimate power is supported by the Venezuelan civil society, and other States should certainly heed its opinion no less than that of Venezuelan opposition supported by them.

The Russian Federation is ready to further provide the necessary assistance to the Bolivarian Republic of Venezuela in its pursuit of the chosen way of development based on the respect for its sovereignty and building on the existing constructive relations with the legitimate authorities of that country.

Resolved in its condemnation of the statements by members of the Venezuelan opposition and foreign politicians instigating to violence and overthrow of the legitimate power in Venezuela, the Federation Council of the Federal Assembly of the Russian Federation is calling on the parliaments of foreign States, United Nations, Interparliamentary Union, Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States, Collective Security Treaty Organisation Parliamentary Assembly, Parliamentary Assembly of the Organization for Security and Cooperation in Europe, European Parliament, Latin American Parliament, Mercosur Parliament, and Central American Parliament to pronounce for the support of a dialogue and peaceful political process in Venezuela, as well as for disruption of any attempts of foreign interference in the domestic affairs of that State. 

The illegitimate use of armed force against Venezuela by other States who support the opposition, will be considered by the Federation Council of the Federal Assembly of the Russian Federation uniquely as an act of aggression against a sovereign State and international peace and security threat..
