Inter-parliamentary activities

The Federation Council conducts inter-parliamentary activities in many areas.

The official and working visits of its delegations that are headed by the Federation Council Speaker are considered important. During such visits, the participants discuss urgent international and bilateral issues with heads of foreign countries, prime ministers, speakers of parliamentary chambers and other officials. Meetings with representatives from business and financial circles in other countries also play a big role.

The Federation Council regularly holds international forums, conferences and seminars. In addition, as the chamber of regions, it facilitates direct contact between Russia’s regions and their foreign partners. It focuses on legal support for favourable conditions for investment and other types of economic activities and the development of social and cultural ties.

To exchange experience in lawmaking activities and develop cooperation, the Federation Council conducts meetings, visits other countries and receives delegations from abroad. The Council signs cooperation agreements with other parliaments (upper chambers) in various countries to make parliamentary diplomacy more systematic and effective. It also interacts with them at the cooperation group and commission levels.

Federation Council delegations are actively involved in the work of international parliamentary organisations. These include: the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States, the Parliamentary Assembly of the Collective Security Treaty Organisation, the Inter-Parliamentary Union, the OSCE Parliamentary Assembly, the Asia-Pacific Parliamentary Forum, the Asian Parliamentary Assembly, the Parliamentary Assembly of the Black Sea Economic Cooperation, the Interparliamentary Assembly on Orthodoxy, the Central American Parliament (PARLACEN), the ASEAN Inter-Parliamentary Assembly (AIPA), and the Association of Secretaries General of Parliaments, to name a few.
