FEDERATION COUNCIL
OF THE FEDERAL ASSEMBLY OF THE RUSSIAN FEDERATION

on the Necessity of Ending the Economic,
Commercial and Financial Embargo Enforced by the United States
against the Republic of Cuba

The Federation Council of the Federal Assembly of the Russian Federation welcomes the adoption on 3 November 2022 of the United Nations (UN) General Assembly resolution entitled ''Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba.'' Similar resolutions reaffirming the international community's continued solidarity with the Cuban people have been supported by an overwhelming majority of UN Member States since 1992.

The Federation Council of the Federal Assembly of the Russian Federation strongly condemns the sanctions imposed by the United States on the Republic of Cuba and views the actions of the United States as a gross systemic violation of the principles and norms of international law enshrined in the UN Charter and a challenge for the entire system of international relations undermining the foundations of global and regional stability. The vote on the above-mentioned resolution once again demonstrated that the international community is almost unanimous in its rejection of Washington's policy of unilateral restrictions.

Senators of the Russian Federation express their unwavering solidarity with the leaders and the people of the Republic of Cuba in their fair and legitimate demands for an immediate lifting of the United States commercial, economic and financial embargo.

The Federation Council of the Federal Assembly of the Russian Federation calls for a repeal of the Helms-Burton Act passed in the United States on 12 March 1996 and other similar acts that have extraterritorial effects and negatively impact the freedom of trade, violating the legitimate rights and interests of entities and individuals.

The economic, commercial and financial blockade of the Republic of Cuba, which has been in place for more than 60 years, is a product of the neocolonial policy aimed at forcing the sovereign State to abandon its independence and its own development path and submit to Washington's undisguised dictation.

The actions by the United States and its allies to impose sanctions bypassing the UN Security Council, incite conflicts between independent States and promote the so-called colour revolutions and separatist movements across the world are taking on a distinct form of a destructive political course designed to serve the immediate interests of a narrow group of ”privileged“ States under the banner of championing democratic values.

International relations have now entered a pivotal phase. The United States and its allies are doing their best to preserve the unipolar world order that was formed after 1991 and impose a certain ”rules-based order“ on the international community with a view to enabling countries of the so-called collective West to freely dictate to the rest of the world while completely ignoring the true democratic values and basic morals.

In these circumstances, the commitment of the Russian Federation and the Republic of Cuba to working together towards building a multipolar world based on a balance of interests, equality, justice and mutual respect has become ever more important.

The Federation Council of the Federal Assembly of the Russian Federation expresses gratitude to the leaders and the people of the Republic of Cuba for continuously supporting Russia's efforts to protect peace, security and the universally recognized principles of international law enshrined in the UN Charter.

Russia and Cuba maintain the relations of strategic partnership based on long-established traditions of friendship and mutual respect. The constantly high level of trust between the peoples of the two States makes it possible to further strengthen and develop multifaceted cooperation, including at the parliamentary level.

The Federation Council of the Federal Assembly of the Russian Federation calls on the parliaments of foreign States, the Inter-Parliamentary Union, the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States, the Parliamentary Assembly of the Collective Security Treaty Organization, the Latin American Parliament, the Central American Parliament, the Mercosur Parliament, and the Parliamentary Assembly of the Organization for Security and Co-operation in Europe to strongly condemn the actions taken by the United States against the Cuban people and adopt acts to support the early implementation of the resolutions of the UN General Assembly aimed at ending the economic, commercial and financial embargo imposed by the United States against the Republic of Cuba.
