Supporting the Parliamentary Dimension of Inter-State Cooperation in Addressing Current Global Problems

The Federation Council of the Federal Assembly of the Russian Federation welcomes the outcomes of the XV BRICS Summit held in Johannesburg (Republic of South Africa) in August 2023 as well as the G20 Summit held in New Delhi (Republic of India) in September 2023.

Shaping a new, more equitable multipolar world order based on the respect for the principles of the sovereign equality of all states, non-interference in their internal affairs, and decision-making by consensus while taking into account mutual interests, is an imperative of our time, an essential condition for the sustainable development of the entire human family.

The Federation Council of the Federal Assembly of the Russian Federation maintains that attempts of the collective West to substitute the system of international law based on the provisions of the United Nations Charter with a certain, in fact neo-colonial, “rule-based order” must be rejected by the international community, since they lead to further exploitation of developing countries by the “privileged” states of the so-called golden billion.

The Federation Council of the Federal Assembly of the Russian Federation advocates for the strict compliance with universally recognized principles and norms of international law and the consolidation of the global security architecture, with the United Nations playing the central role.

This position resonates with parliamentarians of the BRICS nations, countries of the Global South, including African, Asian and Latin American states, with which Russian parliamentarians intend to develop diverse interaction. The issues of expanding partnership between the Russian Federation and African states were in the focus of the second Russia – Africa Summit held in Saint-Petersburg in July 2023 and the International Parliamentary Conference “Russia – Africa in a Multipolar World” held in Moscow in March 2023. These issues will also be addressed at the first International Parliamentary Conference “Russia – Latin America”, which will take place in Moscow on 29 September – 2 October 2023.

The Federation Council of the Federal Assembly of the Russian Federation is convinced that interaction between parliamentarians from different countries will make a tangible contribution to resolving current global problems, including through joint work within authoritative organizations and associations such as the Inter-Parliamentary Union, the Inter-Parliamentary Assembly of Member Nations of the Commonwealth of Independent States, the Parliamentary Assembly of the Collective Security Treaty Organization, the Asia-Pacific Parliamentary Forum, the Asian Parliamentary Assembly, the Inter-Parliamentary Assembly of the Association of South East Asian Nations, the African Parliamentary Union, the Central American Parliament, the Parliamentary Assembly of the Black Sea Economic Cooperation, the Interparliamentary Assembly on Orthodoxy and the Parliamentary Assembly of the Organization for Security and Cooperation in Europe.

The Federation Council of the Federal Assembly of the Russian Federation considers unacceptable any attempts to exert external pressure on parliamentarians. Legislators are only responsible to their voters, therefore, unlawful sanctions against them and restrictions with regards to their participation in international events are inadmissible.

The senators of the Russian Federation are confident that the forthcoming 9th BRICS Parliamentary Forum will significantly contribute to resolving such issues as the BRICS countries' assistance to unlocking the potential of the African Continental Free Trade Area, building of an effective energy infrastructure, providing legislative support for climate action, and applying the principle of multilateralism to maintain peace and security.

The Federation Council of the Federal Assembly of the Russian Federation supports further efforts towards a more inclusive BRICS, institutionalization of its parliamentary dimension, and expansion of people-to-people contacts, and expresses hope for fruitful cooperation with legislators of the BRICS countries during the preparation for and holding of the anniversary 10th BRICS Parliamentary Forum, which will take place under the Russian Chairship in 2024.
