The Federation Council of the Federal Assembly of the Russian Federation decides:
1. To adopt the Statement of the Federation Council of the Federal Assembly of the Russian Federation on the Necessity of Ending the Economic, Commercial and Financial Embargo Imposed by the United States of America against the Republic of Cuba.
2. To forward the said Statement to the parliaments of foreign States, the United Nations, the Inter-Parliamentary Union, the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States, the Parliamentary Assembly of the Collective Security Treaty Organization, the Parliament of Latin America and the Caribbean, the Central American Parliament, the Southern Common Market Parliament, the OSCE Parliamentary Assembly.
3. This Resolution shall enter into force on the date of its adoption.

STATEMENT
OF THE FEDERATION COUNCIL
OF THE FEDERAL ASSEMBLY OF THE RUSSIAN FEDERATION
on the Necessity of Ending the Economic, Commercial
and Financial Embargo Imposed
by the United States of America
against the Republic of Cuba
The Federation Council of the Federal Assembly of the Russian Federation welcomes the adoption on 2 November 2023 of the United Nations (UN) General Assembly resolution entitled ''Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba''.
The senators of the Russian Federation note that relations between the Russian Federation and the Republic of Cuba have traditionally been friendly. Both States have consistently worked to strengthen trust and mutual understanding and to enhance comprehensive cooperation.
The Federation Council of the Federal Assembly of the Russian Federation stresses that the neocolonial policy of applying unilateral sanctions against sovereign States pursued by the United States of America (USA) flagrantly violates the fundamental principles and norms of international law and the provisions of the UN Charter.
The senators of the Russian Federation believe that the US sanctions against Cuba are illegitimate, unjust and destructive, being an attempt to harm the Cuban people and undermine the economic and humanitarian ties of the Republic of Cuba with other States.
The Federation Council of the Federal Assembly of the Russian Federation shares the concerns of the international community about the application by certain States of extraterritorial acts, such as the Helms-Burton Act adopted in the United States on 12 March 1996, which violate the legitimate interests of natural and legal persons under their jurisdiction and undermine the freedom of trade and navigation.
The senators of the Russian Federation draw attention to the fact that the overwhelming majority of the UN Member States have for more than 30 years consistently voted in favour of adopting relevant UN General Assembly resolutions, thus expressing solidarity with the Cuban people in their just demands for the lifting of the unlawful sanctions imposed by the United States.
The Federation Council of the Federal Assembly of the Russian Federation demands an immediate lifting of the illegal economic, commercial and financial embargo imposed by the United States against Cuba.
The Federation Council of the Federal Assembly of the Russian Federation considers further strengthening of the Russian-Cuban relations to be one of its priorities.
The senators of the Russian Federation will continue to support the people of Cuba in their courageous struggle for the sovereignty and independence of their country against the economic and political aggression of the United States.
The Federation Council of the Federal Assembly of the Russian Federation calls on the Inter-Parliamentary Union, other international parliamentary organizations, as well as the parliaments of foreign States to demand an unconditional lifting of the economic, commercial and financial embargo imposed by the United States against the Republic of Cuba and to adopt appropriate acts in support of the said UN General Assembly resolution.
