states of the North Atlantic Treaty Organization against the Federal Republic
of Yugoslavia
On the eve of the 25th anniversary of the aggression of the member states of the North Atlantic Treaty Organization (NATO) against the Federal Republic of Yugoslavia, the chambers of the Federal Assembly of the Russian Federation note the need to give a fair assessment of this gross violation of international law, which led to the destabilized work of the Organization for Security and Cooperation in Europe and negatively affected relations between European states.
The Chambers of the Federal Assembly of the Russian Federation express deep concern over the incessant attempts of the collective West to present the act of aggression against the Federal Republic of Yugoslavia to the international community as a peacekeeping operation, to condemn the victims of NATO bombings to oblivion, and to blame the Serbs for unleashing wars in the Balkans.
Between March and June 1999, as a result of the barbaric missile and bomb strikes by the armed forces of NATO member states against civilian infrastructure, including transport and energy facilities, as well as against industrial enterprises, over two thousand Yugoslav civilians, including dozens of children, were killed. 2,300 cruise missiles and 14,000 bombs were rained down on a small sovereign state in the center of Europe.
The troops of NATO member states massively used depleted uranium munition, having caused irreparable damage to the environment and provoked an increase in the number of cancer diseases in the region. The scale of the environmental disaster still defies assessment.
The impunity of the NATO strikes against Yugoslavia created the preconditions for new forceful actions around the world under the guise of declarations about the fight “for the values of freedom and democracy.” The collective West’s confidence in its infallibility and its right to decide the fate of other peoples and states has led to the cultivation of a neo-Nazi regime in Ukraine, which, after the 2014 coup d'état, embarked on a course of genocide of the Russian population and unleashing an armed conflict in that country’s territory.
The Chambers of the Federal Assembly of the Russian Federation are hereby appeal to the United Nations, international parliamentary organizations and parliaments of foreign states to condemn the military operation of NATO countries against Yugoslavia and counter attempts to distort the historical truth about the 1999 tragic events in the interests of the collective West, and take measures to bring the member states of the North Atlantic Treaty Organization to international legal responsibility for their aggression against the Federal Republic of Yugoslavia.
