Alexei Kondratenko: The development of green technology is required for stable and safe economic growth of BSEC member states

The Senator attended the meeting of the PABSEC Economic, Commercial, Technological and Environmental Affairs Committee.


Alexei Kondratenko, member of the Federation Council Committee on Agriculture and Food Policy and Environmental Management, took part in the 52nd Meeting of the Economic, Commercial, Technological and Environmental Affairs Committee of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC).

Those present at the meeting discussed the development of the green economy and blue growth – exploitation and preservation of the marine environment – in BSEC member states.

Among the measures aimed at the development of the green economy and economic approach to natural resources, Alexei Kondratenko emphasised the importance of the transition to a new system of industrial and consumer waste management and the efforts to lower the burden on the climate, which the Russian regions have actively joined.

The Senator stressed that it is necessary to carry out practical work on a regular basis to eliminate the cumulative environmental impact, to prevent new environmental ‘hot spots’ and to improve environmental awareness.

Alexei Kondratenko also spoke about the task set by the 2019 Presidential Address to the Federal Assembly to develop a protected brand for clean products, a brand that will guarantee that the technology used does not harm the health of a human being.

The Senator informed those present about Russia’s measures to form a green financing market, in particular, with Russia’s first green bonds issued in 2018, which are expected to be used in the development of sources of renewable energy, the prevention of pollution, the development of eco-friendly transport and the adaptation of the country to climate change.

Alexei Kondratenko also pointed out Russia’s efforts in international cooperation on climate change and he also spoke about the initiative of the Russian government to finance foreign projects, including UN development programmes to mitigate climate change in developing countries, as well as donating to the Intergovernmental Panel on Climate Change Trust Fund and the Green Climate Fund.
