Alexander Savin and Oleg Tsepkin take part in meeting of IPA CIS Permanent Commission on Practices of State Building and Local Government

The senators spoke during the discussion of draft model laws.


Deputy Chair of the Federation Council Committee on the Rules of Procedure and Parliamentary Governance Alexander Savin and member of the Federation Council Committee on Constitutional Legislation and State Building Oleg Tsepkin took part in a meeting of the IPA CIS Permanent Commission on Practices of State Building and Local Government. The event took place in St Petersburg.

Oleg Tsepkin spoke on the drafts of three model laws.

According to the senator, the draft model law On International Observation advances the conversation around openness and transparency of elections and supports the development of national election observation as an institution.

Regarding the draft recommendations on countering foreign interference in national elections, Oleg Tsepkin said that they are designed to improve the legal framework of international electoral standards being formed within the CIS in response to the threat of foreign interference and external influence on national political processes.

The legislator also gave an assessment of the draft recommendations on the use of technical means of automation in elections.

Alexander Savin reported on the drafts of six model laws. They relate to state and municipal services, administrative procedures, privatisation of state and municipal property, municipal awards, and the use of the mechanism of municipal-private partnership (MPP) to address issues of local government. In particular, according to the senator, the need to develop MPP recommendations, despite the significant amount of recommendatory model documents in the field of public-private partnership and state-private partnership, is due to the specifics of projects to create and develop infrastructure at the municipal level.

Alexander Savin raised the issue of the best legislative practices for crisis response measures. “Their application will ensure that there is full, integrated legal regulation of crisis management and effective coordination of state authorities’ activities in managing socioeconomic processes in times of crisis,” the senator said.
