Valentina Matvienko: Effective implementation of the IPU’s mission is only possible by pooling efforts and by following the principle of the supremacy of international law

The Federation Council Speaker congratulated Speaker of the National Assembly of Tanzania Tulia Ackson on her election as the president of the Inter-Parliamentary Union (IPU).


During the 147th IPU Assembly, members of the delegation of the Federal Assembly of Russia took part in electing a new IPU president. Following the vote, Speaker of the National Assembly of Tanzania Tulia Ackson was elected to this position.

 Federation Council Speaker Valentina Matvienko sent a message of greetings to the new IPU president on behalf of the Federation Council and the CIS Inter-Parliamentary Assembly.

She expressed the conviction that Tulia Ackson’s commitment to a balanced approach in politics and her rich experience as a leader, scientist and lawyer are much needed in this authoritative international organisation. They will facilitate its dynamic development and help increase its role in expanding equitable dialogue and consolidating the entire parliamentary community for resolving global issues.

 “Now, as the world situation remains extremely tense, the effective implementation of the IPU’s mission is only possible by pooling the efforts of lawmakers, promoting trust and following the principle of the supremacy of international law in world affairs. The creative role of the IPU president in this mission is truly exceptional,” Valentina Matvienko emphasised.

She expressed the conviction that during her IPU presidency Tulia Ackson would continue the course towards constructive cooperation with Russian MPs and noted that Russian senators were ready to provide any support to the new IPU president.

On 23–27 October 2023, a delegation of the Federal Assembly of the Russian Federation headed by Deputy Speaker Inna Svyatenko took part in the 147th IPU Assembly in Luanda, the Republic of Angola. The overall theme of the Assembly is Parliamentary Action for Peace, Justice and Strong Institutions.

The Federation Council delegation includes Chair of the Federation Council Committee on Foreign Affairs Grigory Karasin, First Deputy Chair of the Federation Council Committee on Foreign Affairs Andrey Denisov, Deputy Chair of the Federation Council Committee on Agriculture and Food Policy and Environmental Management Belan Khamchiev, member of the Federation Council Committee on Science, Education and Culture Andrey Bazilevsky, State Duma deputy speakers Petr Tolstoy and Vladislav Davankov, and State Duma deputies.
