Sergei Kislyak: Russian parliamentarians insist on the importance of a non-political and balanced approach to the climate agenda

The senator addressed the parliamentary meeting at the 28th Session of the Conference of the Parties to the UN Framework Convention on Climate Change that was held in Dubai.


First Deputy Chair of the Federation Council Committee on Foreign Affairs and member of the Russian Federal Assembly delegation Sergei Kislyak addressed the parliamentary meeting at the 28th Session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP28), which took place in Dubai (UAE).

The Russian parliamentary delegation also included deputy speakers of the State Duma Pyotr Tolstoy, Irina Yarovaya, and Alexander Babakov.

The parliamentary meeting was sponsored by the Inter-Parliamentary Union (IPU) and the UAE Federal National Council.

“In all, over 70 delegations arrived to attend the parliamentary meeting on climate change in Dubai, with parliaments of developing countries showing most interest in the event,” Sergei Kislyak said.

He urged the delegates to oppose simplified approaches to climate problems, based primarily on the idea that it is necessary to renounce fossil energy sources as advocated by many parliamentarians, primarily those representing the collective West.

Apart from that, he spoke against plans to replace the temperature goal and timeframes established by the 2015 Paris Agreement. “I insist that the main task is for all countries to deliver on their commitments in full in keeping with these international instruments. This conforms to the comprehensive nature of existing problems and a systemic and balanced approach to their solution,” Sergei Kislyak said. He stressed that the Russian Federation was doing precisely that.

 

Sergei Kislyak told the parliamentary meeting that the President of Russia had approved a new Climate Doctrine ahead of the UN Climate Change Conference (COP28). The doctrine takes into account all of the Russian Federation’s obligations under the UN Convention on Climate Change and the Paris Agreement.

He pointed to Russia’s openness to constructive cooperation on the climate agenda, including between parliaments.

Following the meeting, its participants approved a final document aimed at further development of interparliamentary cooperation in this area.
