Konstantin Kosachev: We hope for more efficiency on the part of the Inter-Parliamentary Union as it faces new challenges and threats

The Senator addressed the plenary session of the 148th IPU Assembly.


Global security is impossible unless a reasonable balance is maintained between the interests of all international actors.

This was stated by Deputy Speaker of the Federation Council Konstantin Kosachev as he addressed the plenary session of the 148th Assembly of the Inter-Parliamentary Union.

According to Mr Kosachev, this was the burden of President Vladimir Putin’s speech at the Munich Security Conference in 2007. “The countries, which are today our geopolitical opponents, were avoiding a serious dialogue and a search for a reasonable balance of interests for 17 years after the Munich speech. They have also disregarded Russia’s basic security interests. As a result, the world is now in a situation that can hardly be described by the term ‘strategic stability.’ There is no stability at all,” he said.

The Senator stressed that Russia was committed to the Geneva Spirit, Geneva being the city, where conflicts came to an end and most important international conventions were developed. “We should work to make international law universal both conceptually and in terms of enforcement,” he stressed.

Konstantin Kosachev highlighted a trend towards substituting a “rules-based world order” for international law, which emerged in the last few years and was supported by no one but a small group of countries constituting the collective West.

He urged the Assembly to focus on protecting the supremacy of international law, because successful cooperation was only possible based on the generally recognised legal norms.

The Russian delegation met with the IPU Task Force for Ukraine on the sidelines of the Assembly. Konstantin Kosachev informed its members that the Russian Federal Assembly’s Parliamentary Commission investigating the Kiev regime’s crimes against underage children had provided detailed information on revealed facts of violations of children’s rights by the Ukrainian side, as requested by the IPU Task Force.
