The Speaker of the Federation Council met with the Speaker of the National Assembly of Vietnam.
The Speaker of the Federation Council Valentina Matvienko met with the Speaker of the National Assembly of the Socialist Republic of Vietnam Tran Thanh Man in Tashkent, on the sidelines of the of the 150th Assembly of the Interparliamentary Union.
Valentina Matvienko congratulated her Vietnamese counterpart on successfully addressing the 150th Assembly of the Interparliamentary Union.
“For many years and decades, Vietnam has been our closest and most reliable partner in Southeast Asia. We greatly value our friendly ties with Vietnam, and we recently marked the 75th anniversary of diplomatic relations,” the Speaker of the Federation Council said.
She noted that, this year, our countries were marking several memorable dates, including the 80th anniversary of Victory in the Great Patriotic War, the 80th anniversary of declaring the independence of Vietnam and the 50th anniversary of liberating southern Vietnam from US forces.
The officials emphasised the highly intensive Russian-Vietnamese contacts at high and top level, as well as effective collaboration between MPs. The Agreement on Cooperation between the Federation Council and the National Assembly of Vietnam, as well as a plan of practical measures for collaboration between national friendship groups over the next two years, remain in force.
The Speaker of the Federation Council recalled her meeting with Deputy Prime Minister – Foreign Minister of the Socialist Republic of Vietnam Bui Thanh Son on 3 April during his official visit to Russia.
The officials underscored the importance of efforts by MPs for expanding interstate and interregional cooperation. In September 2024, a cooperation agreement was signed between the Rostov Region and the Province of Ba Ria — Vung Tau. As a senator from St Petersburg, Valentina Matvienko noted with satisfaction that Leningrad – St Petersburg Prospekt (Avenue) had opened in March 2025 in the twin city of Dien Bien Pfu. In 2023, a monument to Ho Chin Minh, the first President of Vietnam, was unveiled in St Petersburg.
The speakers noted the steadily growing mutual trade volumes in the past few years, as well as expanded energy cooperation. They voiced an intention to facilitate the implementation of bilateral economic and energy projects at parliamentary level, as well as collaboration in the field of education and personnel training programmes and tourist exchanges.
In this context, the Speaker of the Federation Council welcomed a decision by flag carrier Vietnam Airlines to resume direct air traffic between Moscow and Hanoi this coming May.
Tran Thanh Man conveyed warm greetings from the leaders of Vietnam to Valentina Matvienko. He expressed satisfaction with the development of cooperation and stronger trust between both countries at all levels.
The Speaker of the National Assembly of Vietnam confirmed the fact that General Secretary of the Central Committee of the Communist Party of Vietnam To Lam was planning to take part in celebrations of the 80th anniversary of Victory in the Great Patriotic War.
According to Tran Thanh Man, the Vietnamese delegation will also take part in the Neva International Environmental Congress in St Petersburg.
Attending the meeting were Deputy Speaker of the Federation Council Konstantin Kosachev and First Deputy Chair of the Federation Council Committee on Foreign Affairs Andrey Denisov.
