Federation Council Speaker proposed holding the first meeting of the parliamentary groups on cooperation.
On the sidelines of the 150th Inter-Parliamentary Union Assembly in Tashkent, Federation Council Speaker Valentina Matvienko met with Dunyagozel Gulmanowa, Speaker of Turkmenistan’s Mejlis (the Assembly of Turkmenistan).
The Federation Council Speaker conveyed warm regards to National Leader of the Turkmen people Gurbanguly Berdimuhamedow and President of Turkmenistan Serdar Berdimuhamedow. She particularly emphasised that the high-ranking guests from Turkmenistan are expected in Moscow for the celebration marking the 80th anniversary of Victory in the Great Patriotic War.
The Speaker of the Federation Council welcomed Turkmenistan’s decision to join the Memory Train cultural and educational project this year. The project will bring together descendants of war veterans and representatives from all 15 republics of the former USSR.
Valentina Matvienko noted that in December 2025, members of parliament from both countries plan to participate in several key events, including the International Year of Peace and Trust Forum, the 2nd Central Asia—Russia Inter-Parliamentary Forum, and the 2nd Dialogue of Women of Central Asia and Russia. The Federation Council Speaker proposed holding the first meeting of the Russia-Turkmenistan parliamentary cooperation groups to work out substantive aspects of the upcoming forums.
Valentina Matvienko also initiated the drafting of a new inter-parliamentary agreement and invited her Turkmen counterpart to pay an official visit to Russia.
Dunyagozel Gulmanowa conveyed warm greetings from National Leader of the Turkmen people Gurbanguly Berdimuhamedow to Valentina Matvienko. She stressed the importance of strengthening Turkmenistan-Russia relations and expanding bilateral ties. Dunyagozel Gulmanowa also confirmed Turkmenistan’s interest in drafting and signing a bilateral inter-parliamentary agreement.
Deputy Speaker of the Federation Council Konstantin Kosachev also attended the meeting.
