The participants in a Federation Council meeting approved the Federal Law On Ratifying the Treaty on Comprehensive Strategic Partnership between the Russian Federation and the Islamic Republic of Iran. This item on the agenda was presented by First Deputy Chair of the Federation Council Committee on Foreign Affairs Sergei Kislyak.
The document was submitted by the President of the Russian Federation. Signed in Moscow on 17 January 2025, the Treaty is aimed at intensifying and expanding cooperation between the two countries in a broad range of areas. Under the Treaty, Russia and Iran shall seek to intensify and expand relations in all areas of mutual interest, strengthen security and defence cooperation, and achieve closer coordination at the regional and global levels.
The main areas of cooperation are as follows: military-technical cooperation, arms control, fighting international terrorism, collaboration in trade, the economy, and industry, and cooperation in banking, transport, oil and gas, energy, including peaceful uses of atomic power, agriculture, education, and science.
As part of collaboration in trade and the economy, it is planned to make joint investments in developing infrastructure, simplifying trade mechanisms in the context of efforts to promote goods, works and services, and creating joint ventures and industrial and economic areas.
In the transport sphere, it is intended to create favourable conditions for carriers, cargo and passenger carriage, personnel training, and participation in developing transport corridors, specifically the North-South International Transport Corridor.
The treaty is signed for 20 years with a possibility of automatic extension for subsequent 5-year periods.
Federation Council Speaker Valentina Matvienko instructed Deputy Speaker Konstantin Kosachev and Chair of the Federation Council Committee on Foreign Affairs Grigory Karasin to keep an eye on the reciprocal ratification process in Iran.
