Andrey Yatskin: Russian regions show strong interest in joint projects with Vietnam

Parliamentarians have discussed implementation of cooperation agreement and preparations for Federation Council delegation’s visit to Vietnam.


First Deputy Speaker of the Federation Council Andrey Yatskin and Deputy Speaker of the National Assembly of the Socialist Republic of Vietnam, Nguyễn Khắc Định, held a meeting of their interparliamentary cooperation groups via video conference.

Andrey Yatskin opened the meeting by expressing his sincere condolences for the loss of life and destruction caused by the recent floods in central Vietnam. He asked that his words of support be conveyed to the families and friends of the deceased and all those affected by the natural disaster.

The parliamentarians highlighted the high level of bilateral relations, which has been reinforced by mutual participation in significant anniversary events this year. These included reciprocal delegation visits to mark the 80th anniversary of Victory in the Great Patriotic War in Moscow and the 80th anniversary of Vietnam’s Independence Day in Hanoi. Andrey Yatskin and Nguyễn Khắc Định also noted the 75th anniversary of the establishment of diplomatic relations between the two countries.

The participants reviewed progress on the cooperation agreement between the Federation Council and the National Assembly of Vietnam, signed in September 2024. They confirmed the need to develop a new joint action plan for 2026–2027 and discussed practical preparations for the upcoming visit of a Federation Council delegation to Vietnam.

Andrey Yatskin underscored the positive momentum in interregional cooperation. “Moscow, St Petersburg, and the Rostov Region are actively collaborating with their Vietnamese partners. We also see strong interest in expanding ties from other regions including Bashkortostan, Tatarstan, Yakutia, the Primorye Territory, the Sverdlovsk and Ulyanovsk regions, and the Nenets Autonomous Area,” he stated. He also cited the project to establish a regional centre for Russian language studies in Southeast Asia at the branch of Pushkin Russian Language Institute in Hanoi as a specific example of successful collaboration.

Nguyễn Khắc Định emphasised the special nature of the bilateral relationship, which is reflected in the interparliamentary dialogue. “We have developed warm and trusting relations. This interaction provides a solid foundation for further strengthening the strategic partnership between Vietnam and Russia,” he said.

Following the meeting, the parties agreed to hold a high-level meeting in Hanoi in the near future to deepen parliamentary dialogue and advance specific joint projects in trade, economic, scientific, and humanitarian fields.
