The Federation Council Speaker has been re-elected as Chair of the IPA CIS Council.
During the IPA CIS Council meeting, heads of the houses of parliament from the CIS countries discussed organisational matters as well as the draft agenda for the upcoming 59th plenary session of the Interparliamentary Assembly.
Federation Council Speaker Valentina Matvienko has been re-elected Chair of the IPA CIS Council.
She praised the excellent organisation of the off-site session in Dushanbe (Tajikistan) that was organised at the initiative of Rustam Emomali, Speaker of the National Assembly of the Supreme Assembly of the Republic of Tajikistan.
Rustam Emomali reported on Tajikistan’s chairmanship in the Commonwealth of Independent States in 2025.
CIS First Deputy Secretary-General Igor Petrishenko reported on the decisions by the CIS Council of Heads of State of 10 October 2025 and the CIS Council of Heads of Government of 29 September 2025.
Tatyana Moskalkova, Chair of the CIS Commission on Human Rights and Russia’s Human Rights Commissioner, informed the meeting participants about the recent work of the CIS Commission on Human Rights.
Information was presented on events held under the aegis of the IPA CIS.
Natalya Kochanova, Speaker of the Council of the Republic of the National Assembly of the Republic of Belarus, spoke about the outcomes of the 10th Children of the Commonwealth international cultural and educational forum.
Oleg Tsepkin, Member of the Federation Council Committee on Constitutional Legislation and State-Building, reported on the 11th Neva International Environmental Congress. He noted that by late November, the Russian Ministry of Natural Resources and Environment will finish extensive work on developing and approving a plan of action to implement the congress’s recommendations.
Lilia Gumerova, Chair of the Federation Council Committee on Science, Education and Culture, and Chair of the IPA CIS Permanent Commission on Science and Education, reported on the results of the 2nd Russian Language as Basis for the CIS Integration Dialogue international conference, held on 16–17 October 2025. She pointed out that the final document includes a unanimously supported initiative to establish the IPA CIS Awards for contribution to the development and promotion of the Russian language, dedicated to prominent Soviet and Russian linguist Lyudmila Verbitskaya.
The senator also reported on the results of the Commonwealth Intellectual Code international science and education congress, held on 30–31 October 2025 at the Tauride Palace in St Petersburg.
Dmitry Kobitsky, Secretary General of the IPA CIS Council, spoke about the 2nd Mountain Territories Forum in Makhachkala and the 5th Travel Hub Commonwealth Forum.
Dmitry Kobitsky also presented a draft of the 2026–2028 prospective model legislation plan for the CIS as well as the 2026 work plan for the Interparliamentary Assembly.
Certain organisational matters were resolved during the meeting. Chairs of IPA CIS permanent commissions were approved.
The parliament members also discussed and approved a decision to provide the International Federation of Red Cross and Red Crescent Societies with the observer status at the IPA CIS.
