The senators met with the Chair of the Commission on National Security and Foreign Policy of the Islamic Consultative Assembly of the Islamic Republic of Iran.
A meeting took place between Deputy Speaker of the Federation Council Konstantin Kosachev and Chairman of the Commission on National Security and Foreign Policy of the Islamic Consultative Assembly (Majlis) of the Islamic Republic of Iran Ebrahim Azizi. Chair of the Federation Council Committee on Foreign Affairs Grigory Karasin also took part in the meeting.
As Konstantin Kosachev emphasised, relations between Russia and Iran are currently at a high point in their development.
“The Treaty on Comprehensive Strategic Partnership between Russia and Iran, which entered into force on 2 October 2025, has formalised the special nature of relations between our countries. The parliamentarians are continuing intensive bilateral dialogue at the pace set by the leaders of the two states,” the Deputy Speaker of the Federation Council noted.
Ebrahim Azizi confirmed the commitment of Iranian colleagues to strengthen interparliamentary collaboration on a permanent basis. According to the representative of the Iranian Majlis, the parliamentarians have ratified the Treaty, and the task now is to ensure the consistent implementation of all its provisions.
During the discussion, the parliamentarians aligned positions on key international and regional issues, as well as on prospects for interparliamentary cooperation.
Grigory Karasin raised the issue of expanding multilateral cooperation among the five Caspian states in the humanitarian, trade, economic, and environmental spheres. He noted that an important impetus for intensifying cooperation in these areas would be provided by the Caspian Summit to be held in Iran in 2026. “At this event, we will be able to demonstrate shared approaches of the entire Caspian Five not only on regional and environmental matters, but also on economic and political issues,” the Senator said.
In addition, Grigory Karasin and Ebrahim Azizi agreed to step up interparliamentary cooperation between the foreign affairs committees of the Federation Council and the Parliament of Iran.
A separate meeting was also held between Head of the Group for Cooperation between the Federation Council and the Islamic Consultative Assembly of the Islamic Republic of Iran, First Deputy Chair of the Federation Council Committee on Science, Education and Culture Dmitry Vasilenko and Ebrahim Azizi.
The parties noted that, within the framework of parliamentary friendship groups, legislators define the mechanisms and directions for the development of Russian-Iranian relations.
The issues discussed included parliamentary support for student exchanges and the development of academic cooperation. In particular, agreements were reached to further expand academic mobility between Shiraz University in Iran and St Petersburg Mining University. The meeting participants also discussed possible ways to broaden trade and industrial ties, economic and security issues, the preservation of the cultural and historical heritage of friendly nations, and shared experience in regional cooperation.
The meeting was attended by members of the Federation Council’s Group for Cooperation with the Islamic Consultative Assembly of the Islamic Republic of Iran: First Deputy Chair of the Federation Council Committee on the Budget and Financial Markets Alexander Shenderyuk-Zhidkov, Deputy Chair of the Federation Council Committee on Defence and Security Konstantin Basyuk, Member of the Federation Council Committee on the Budget and Financial Markets Vasily Ikonnikov, Members of the Federation Council Committee on Science, Education and Culture Artyom Malashchenkov and Igor Murog, Member of the Federation Council Committee on Defence and Security Dmitry Perminov, and Member of the Federation Council Committee on Social Policy Andrey Chernyshev.
