A joint meeting of the cooperation groups of the Federation Council of the Russian Federation and the State Council of the Sultanate of Oman took place.
Deputy Speaker of the Federation Council Konstantin Kosachev opened the proceedings.
The meeting was co-chaired by Mohmad Akhmadov, Deputy Chair of the Federation Council Committee on Social Policy and Head of its Cooperation Group with the State Council of Oman, and Dhafer Al Shanfari, Head of the Omani State Council’s Cooperation Group with Russia and Chairman of its Economy and Finance Committee.
Also in attendance were Federation Council Senators Arsen Kanokov, Yulia Lazutkina, and Belan Khamchiev.
Konstantin Kosachev noted a significant intensification of Russian-Omani political dialogue, a process substantially advanced by the Sultan of Oman’s inaugural state visit to Russia in April 2025.
“Cooperation between our legislative bodies remains an important pillar of our multifaceted bilateral partnership. Russian-Omani interparliamentary relations correspond fully to the high level of our interstate relations,” Konstantin Kosachev stated.
The Deputy Speaker emphasised that parliamentarians are focused on further strengthening the legal foundation of bilateral ties. “Nevertheless, several agreements and memorandums remain under discussion, and their consideration must be expedited,” he added. He noted that finalising such instruments would help boost trade, economic cooperation, and mutual turnover.
Konstantin Kosachev highlighted that the intergovernmental agreement on visa-free travel for ordinary passport holders, which entered into force on 18 July 2025, has already significantly enhanced cultural, humanitarian, and tourist exchanges. In this context, he advocated for expanding the geography of direct air links between the two countries, an initiative Russian and Omani lawmakers could help facilitate.
During the meeting, Mohmad Akhmadov stressed the need to increase the pace of mutual contacts.
The senator proposed drafting a roadmap for the development of interparliamentary dialogue within the scope of the two friendship groups.
The discussions covered a wide range of topics, including parliamentary support for advancing trade, economic, scientific, technical, and humanitarian cooperation, as well as collaboration in the fuel and energy sector, investment, transport, telecommunications, tourism, and culture. Attention was also given to cooperation in science and education.
Dhafer Al Shanfari reaffirmed the Omani parliamentarians’ commitment to intensifying cooperation across all areas. He expressed readiness to deepen the exchange of parliamentary experience based on the Memorandum of Understanding between the Federation Council and the State Council of Oman.
