The Federation Council Speaker discussed prospects for interparliamentary cooperation with the Chairman of the State Great Khural of Mongolia

Valentina Matvienko proposed establishing ties between the legislative assemblies of the constituent entities of the Russian Federation and the khurals of people’s representatives of Mongolia’s aimags (provinces).


Federation Council Chair Valentina Matvienko held a meeting with Chairman of the State Great Khural of Mongolia Nyam-Osoryn Uchral. The main topic of discussion was the development of interparliamentary cooperation in the interests of strengthening Russian-Mongolian relations.

According to the Federation Council Speaker, ties between Russia and Mongolia are rooted in a century-long history and are multifaceted in nature. “Relations between our peoples are marked by exceptional respect and friendship. We remember and honour the traditions of brotherhood-in-arms in the joint fight against Nazism and militarism during the Second World War. With the direct participation of our state, the foundations of modern Mongolia’s economy, science, education system, and healthcare were laid,” Valentina Matvienko emphasised.

The Federation Council Speaker noted the strong momentum of political dialogue. “Trusting relations have been established between the leaders of our countries. This year marks the 105th anniversary of the diplomatic relations between our states. Such a date provides an opportunity to consider holding joint commemorative events,” she said, adding that the visit of the parliamentary delegation to Russia could be seen as a symbolic opening of the anniversary year. Valentina Matvienko expressed confidence that the visit would be successful and give a boost to the full range of Russia-Mongolia relations.

Nyam-Osoryn Uchral noted that his trip to Moscow was his first foreign visit since assuming the post of Chairman of the State Great Khural. “This demonstrates the importance Mongolia attaches to cooperation with Russia. We hope the visit will contribute to strengthening bilateral relations and the strategic partnership between our countries.”

The sides noted the successful holding of the second meeting of the Commission on Cooperation between the Federal Assembly of the Russian Federation and the State Great Khural of Mongolia, which took place the day before, and the participants’ interest in expanding interparliamentary ties.

Valentina Matvienko highlighted the active work of the Federation Council’s cooperation with Mongolia group. She proposed intensifying interaction between relevant committees and establishing ties between the legislative assemblies of Russia’s constituent entities and the khurals of people’s representatives of Mongolia’s aimags.

“Russian and Mongolian parliamentarians cooperate effectively at various international parliamentary platforms, such as the Inter-Parliamentary Union, the Asia-Pacific Parliamentary Forum, and the Asian Parliamentary Assembly,” the Speaker added.

Special attention during the meeting was given to cross-border and interregional cooperation. “Ties with the republics of Altai, Tyva, and Buryatia, as well as Tans-Baikal Territory, are developing steadily and cover various sectors from the economy to joint projects in culture, education, sports, and youth exchanges. To varying degrees, 70 constituent entities of the Russian Federation maintain relations with regions of Mongolia,” said the Federation Council Speaker.

In her view, the Forum of the Regions, which was held for the first time in December 2025 in Irkutsk, is of particular importance. “We fully support this initiative and welcome the proposal to hold the forum annually.”

The Federation Council Chair and the Chairman of the State Great Khural of Mongolia also discussed cultural, educational, and scientific cooperation between the two countries, as well as youth exchanges.

Nyam-Osoryn Uchral presented Valentina Matvienko with the Order of the Polar Star which is Mongolia’s highest state award. The Federation Council Speaker received the decoration in recognition of her contribution to expanding and developing the strategic partnership and interparliamentary cooperation between the two countries.

The Speaker thanked Ukhnaagiin Khurelsukh and the Chairman of the State Great Khural for the high assessment of her work. “This is a great honour and responsibility for me. I promise to do everything possible to further strengthen our comprehensive strategic partnership. Our countries are bound by much. We value what has been achieved and the prospects we see for our multifaceted and mutually beneficial cooperation,” Valentina Matvienko said.

The meeting was attended by Deputy Federation Council Speaker and Co-Chair of the Commission on Cooperation between the Federal Assembly and the State Great Khural of Mongolia Konstantin Kosachev, Chair of the Committee on Agriculture and Food Policy and Environmental Management Alexander Dvoinykh, First Deputy Chair of the Committee on Foreign Affairs Vladimir Dzhabarov, First Deputy Chair of the Committee on Science, Education and Culture and Head of the Federation Council’s cooperation group with the State Great Khural of Mongolia Iliyas Umakhanov, Deputy Chair of the Committee on Foreign Affairs Bair Zhamsuyev, Deputy Chair of the Committee on Economic Policy Alexander Trembitsky, Member of the Committee on Constitutional Legislation and State Building Natalia Kuvshinova, and Member of the Committee on Social Policy Andrey Chernyshev.
