Senators approved amendments to the Russian Federation Code of Administrative Offences aimed at increasing the efficiency and speed of expelling foreign citizens and stateless persons who pose a threat to public safety, law and order.
The document was introduced by Vladimir Kozhin, Deputy Chair of the Federation Council Committee on Constitutional Legislation and State Building.
The amendments expand the list of offences for which administrative expulsion may be imposed on foreign citizens and stateless persons.
This includes offences of an extremist nature and those that infringe on public safety and law and order. These cover abuse of media freedom, incitement of hatred and discrimination, the production and distribution of extremist materials, the promotion of Nazi symbols, calls for the violation of territorial integrity, calls for the imposition or extension of sanctions against our country and its citizens, discrediting its armed forces, and violations of counter-terrorist operation (CTO) regulations, states of emergency, and martial law, among others.
For these offences, administrative deportation will be mandatory and without exception. The amendments also provide for increased administrative liability for individuals committing migration-related administrative offences.
The federal law will enter into force 90 days after its official publication.
