Federation Council Committee on the Rules of Procedure and Parliamentary Governance

Matters falling within the jurisdiction of the Committee shall include:

the House Rules of the Federation Council of the Federal Assembly of the Russian Federation and the procedure for the work and organization of the activities of the Federation Council;
the procedure for the formation of the Federation Council;
the status of a senator of the Russian Federation;
the immunity of the senators of the Russian Federation;
legislative support for parliamentary control;
the foundations of state control (oversight) and municipal control;
the foundations of public control;
consumer rights protection;
the development of civil society;
the interaction of citizens, the public, and the state;
countering corruption (as amended by Resolution No. 12-SF of the Federation Council of the Federal Assembly of the Russian Federation dated 22 January 2020)

the procedure for the consideration of citizens’ appeals;
monitoring compliance with the procedure for initiating a parliamentary inquiry of the Federal Assembly of the Russian Federation;
parliamentary ethics;
approving a code of conduct for senators of the Russian Federation, drafted in keeping with laws of the Russian Federation and setting forth ethnical and anti-corruption norms;
bringing provisions of anti-corruption laws to the attention of senators of the Russian Federation;
presenting annual reviews on the compliance by senators of the Russian Federation with the code of conduct for senators of the Russian Federation, drafted in keeping with laws of the Russian Federation and setting forth ethnical and anti-corruption norms;
interaction with the bodies of the state authorities of the constituent entities of the Russian Federation and local government bodies on the implementation of the Federal Law “On the Procedure for the Formation of the Federation Council of the Federal Assembly of the Russian Federation”;
analysis of documents received by the Federation Council conferring powers on senators of the Russian Federation for their compliance with the provisions of the Federal Law “On the Procedure for the Formation of the Federation Council of the Federal Assembly of the Russian Federation” and providing notification about the results of the analysis to the Speaker of the Federation Council;
monitoring information about the conferral of powers on senators of the Russian Federation and the early termination of the powers of senators of the Russian Federation posted on the official Internet websites of the state authorities of the constituent entities of the Russian Federation;
overseeing the Federation Council’s relations with international organisations on anti-corruption matters;
ensuring the Federation Council’s interaction with the Central Election Commission of the Russian Federation (as amended by Resolution No. 12-SF of the Federation Council of the Federal Assembly of the Russian Federation dated 22 January 2020);
the preliminary discussion and submission to the Federation Council for consideration of issues concerning the appointment and dismissal of members of the Central Election Commission of the Russian Federation from the Federation Council;
nominate a candidate for the position of plenipotentiary representative of the Federation Council for working with the Presidential Commissioner for Entrepreneurs’ Rights in the Russian Federation;
the preliminary consideration of nominations for appointment as plenipotentiary representatives of the Federation Council;
the preliminary consideration of nominations for appointment as representatives of the Federation Council in the activities of the supervisory boards of organizations established by the Russian Federation based on federal laws as well as other bodies, and organizations;
monitoring the implementation of decisions of the Federation Council and instructions of the Federation Council, decisions of the Council of the Chamber (as amended by Resolution No. 405-SF of the Federation Council of the Federal Assembly of the Russian Federation dated 25 September 2019);
compiling schedules of sittings of the Federation Council for the spring and autumn sessions;
the preliminary consideration of the draft action plan of the Federation Council for the spring (autumn) session;
the preliminary consideration of issues concerning the conferral of awards of the Federation Council and recommendations for the conferral of state awards as well as the preliminary consideration and coordination with the Speaker of the Federation Council of issues concerning the conferral of awards from the state authorities for senators of the Russian Federation;
the preliminary consideration of issues concerning the formation of and changes to the members of committees of the Federation Council;
the preparation of information for the Speaker of the Federation Council on attendance of sittings by senators of the Russian Federation during a session of the Federation Council;
monitoring compliance with legal acts to support the activities of the Federation Council;
the harmonization of financial for the activities of senators of the Russian Federation;
approving standards for inventory, logistics and other support for senators of the Russian Federation;
the review of the budget estimates of the Federation Council of the Federal Assembly of the Russian Federation approved by the Secretary General of the Federation Council, changes to the budget estimates of the Federation Council of the Federal Assembly of the Russian Federation, and the report on the implementation of the budget estimates the Federation Council of the Federal Assembly of the Russian Federation;
the submission to the Council of the Chamber for endorsement of the rules for the provision of inter-budgetary transfers from the federal budget to the budgets of the constituent entities of the Russian Federation for the reimbursement of expenses associated with material support for the activities of senators of the Russian Federation and their aides in the constituent entities of the Russian Federation;
the submission to the Council of the Chamber for endorsement of the rules for granting subsidies from the federal budget for state support to the mass media outlets established by the Federation Council;
the submission to the Council of the Chamber for endorsement cost estimates for receiving delegations from other countries or international organisations at the Federation Council and sending Federation Council delegations abroad, as well as cost estimates for preparing and holding events at the Federation Council.
coordination of the work of the Federation Council Committees regarding the organization of consideration of issues referred by the Constitution of the Russian Federation to the competence of the Federation Council;
legal regulation of the organization and conduct of search work in order to perpetuate the memory of those who died in the defense of the Fatherland;
preliminary review of the draft instructions on working with appeals from citizens in the Federation Council.
